Current labor market tendencies and their impact on the state of the Ukrainian employed population.

Abstract

In general, the current state of the Ukrainian labor market shall be characterized by the falling demand for the workforce and employers’ noncompliance with the decent working conditions. Besides, some other negative trends can be observed, they are as follows: registered labor to a job offer ratio increase; reduction in the number of economically active population, including the employed; the unemployment rate increase and decline in the number of those obliged to pay a unified social tax; reduction in actual income generated by Ukrainians. These trends have a disastrous effect on the demographics, namely, the number of inhabitants has rapidly plummeted as well as immigration rate has surged, including professionals. In addition, Killed and Seriously Injured (KSI) rate increases, especially it relates to the working-age population, that here by threatens the development of labor market, human resources potential and gradually devalues human capital assets of Ukraine. Thus, a theoretical examination is becoming of special importance in terms of identifying the current trends in the Ukrainian labor market and their impact on the employed population health. The purpose of the article is a theoretical study of all the contemporary labor market trends that may influence the health conditions of the employed as well as development of the model outlining the way the labor market transformation processes shall impact the life preservation and human resources state of health policy. The main objective of the study is to examine the theoretical impact of the current labor market trends on the health state of its main parties: employed individuals (workforce) who receive a stable income; those working under precarious working conditions; and unemployed individuals. There have been analyzed the current trends in the Ukrainian labor market with regard to their influence on the health state (physical, mental, social, economic) of the employed. Correspondingly, the impact rate of negative (positive) labor market trends both on workers’ health and on social and economic, demographic processes taking place in Ukraine has been determined as well. The labor market transformation processes model which impacts the health state of the employed in health to be suggested. This one is regarded as a part of the organizational and economic mechanism for health preservation. One of the most crucial and burning problems that may threaten national security, including economic, social and political components consists in worker’s health deterioration and mortality rate increase among able-to-work population of Ukraine. These up-to-date trends in the labor market of Ukraine (declining demand on the workforce, rising unemployment, hidden employment, neglecting decent working conditions by the employer) worsen demographic situation, i.e. dramatically affect the health state of the population, thereby constraining the growth of both the life expectancy index and human development index (HDI). Consequently, while studying the question there have been presented three subjects in the labor market, such as follows: employed population that is engaged in daily operations and makes a steady income, being satisfied with their job and being confident in the future; the employed working under uncertainty and expecting business closedown; ones finding themselves fired and in transition to the unemployed status. The model illustrating how the labor market transformation processes impact workers’ health has been developed on the basis of the above mentioned division. It shows up a positive (or negative) influence on the individual’s health considering physical, psychological, social and economic aspects. To overcome the negative effects of the current labor market, it has been suggested the concept of public policy incentives for the employed to form the intellectual (spiritual) values and specific patterns of behavior concerning health preservation. It shall encourage the employed to stand against dangerous tendencies detected in the current Ukrainian labor market. The aforementioned concept is regarded as an integral element of the self-protection mechanism among the employed of Ukraine.
