A N.A.T.O. FOR THE MIDDLE EAST ? ASPECTS BEHIND THE CURTAINS OF A FAILED PROJECT FOR REGIONAL SECURITY AT THE BEGINNING OF THE COLD WAR

Abstract
Between 1950 – 1951 un interesting project in the field of regional security was on the discussions agenda of Great Britain and United States diplomacies. This project – the Middle East Commandment – was a British initiative, from the beginning. It’s goal was to maintain the Western/British presence in this area, through military assistance and defence coordination of all states from Middle East, including Israel. The main reason for which this entity was to be formed was, of course, the Soviet Union menace. But the Arab states regarded Israel, and not Soviet Union, as their fundamental enemy. So, started with Egypt, they were encouraged to reject the project, which they seen as a new method to insure the Western presence in the area. In the same time, and we try to focus upon that in our paper, the project was used as a quid pro quo in the case of Turkey’s admission into N.A.T.O. Again, the Great Britain insisted that Turkey must join to Middle East defence organization before integration in N.A.T.O. On its turn, Turkey didn’t reject implication in this alternative project but looked it only as a tool through which could obtain the admission into N.A.T.O. Turkish diplomacy didn’t gave much credit to it. Despite that Turkey joins to common British – American efforts in that direction even after N.A.T.O. admission. United States, also, didn’t support with great enthusiasm the project, which was considered worthless, due to fundamental antagonism between Israel and Arab states, but backed the multilateral effort for implementing it. Finally, this effort bring none results and was dropped, in the autumn of 1951, remaining only as a noble idea, but without application.
