Administrative and legal regulation of relations in municipal transport in Ukraine as a problem research by national and foreign law scientists

Abstract
The article reveals the content areas of basic research of domestic and foreign law scientists the problems of ad- ministrative and legal regulation of relations in municipal transport in Ukraine. Proved that the administrative and legal doctrine of the problems outlined based on a num- ber of scientific statements, the genesis of which has eco- nomic, technical, environmental and other nature. On the basis of their lawyers create rules and formulate content management solutions that can successfully organize so- cial relations that occur on municipal transport. In relat- ed sciences, studying the theme often only possible due to the synthesis of various proposals most lawyers, but within not uniform legal specialties in addition to their ad- ministrative law required knowledge of finance, informa- tion, labor, environmental, municipal, constitutional, eco- nomic, civil law, law enforcement activity, legal theory and others. This is partly due to complex content transport branch law and legislation, its institutions, and the gen- eral administration of the branch, the institute, subinsti- tute. The problem of municipal transport was the area of administrative law. All issues public authority regulates imperative: to determine the conditions of contracts con- cluded with municipal authorities won tenders, to securi- ty, environmental protection, road infrastructure, pave- ment, curb, according to state standards and so on. During the government process there different kinds of organ- izational links between subjects and objects of manage- ment. Their united by at least two factors that have meth- odological value: unity of content management activities in respect of which there are management relations and unity of form that in the legal aspect is administrative-le- gal. The main thing is that eventually the specifics of the government through the rules of administrative law inev- itably finds its expression in administrative relations aris- ing their basis. For the problem of administrative and legal method of regulating public relations management always have to see the true nature of administrative links between subject and object management in an integrated system. As a result, the topic requires elaboration of scientific papers lawyers for determining trends conceptual apparatus of re- search, environment, safety and other components of the outlined problems. The work of national scientists formed the basis of the object of our study and the results of sci- entific research lawyers from other Western countries and the former Soviet states helped to see other theoretical ap- proaches to the task.
