Administrative division of Slovakia: experience for Ukraine

Abstract
During the analysis of baseline and goals of administrative structure and system of territorial organization of power reforming in Slovakia, it was found that key criteria for reform began to requirements of NUTS system. It was found that after gaining independence, process of administrative and territorial structure reforming took place in three phases, formal completion of which was declared in 2004. Also in article key aspects of building a new system of territorial organization of power were determined. The levels of public administration areas (regional and district), and levels of local government (region and town) were identified. An analysis of distribution of powers between local authorities was done. The effectiveness of experience of administrative-territorial unit reforming in Slovakia can be palpable for Ukraine in framework of Carpathian Euroregion, which includes Košice and Prešov as a self-governing territory of Slovakia and Zacarpatskaya oblast of Ukraine.
