AN EVALUATION ON THE 1950 GENERAL ELECTION IN THE CONTEXT OF JUSTICE IN REPRESENTATION AND GOVERNING STABILITY

Abstract
The main aim of the study is to analyze the general elections, held on 14 May 1950 which occupys an important topical issue in Turkey political life, in framework of justice in representation and of governing stability. After explaining ‘principle of justice in representation’ and ‘principle of governing stability’ that typically argued in representational democracy, the journey of Democratic Party, starting with date of foundation of Democratic Party on 7 January 1946, and continued to 14 May 1950, the date of its in power and also a date of a very important general election for Turkish political life, as well, Then the May 14 1950 general election evaluated, obtaining datas interpreteted and come to conclusion that it has vitally important results from which todays politicians and political parties should benefit. As a result of evaluation of datas taken from electoral system that applied to the May 1950 election and datas obtained by conducting method of literatüre review study, stability focused electoral system has been being conducting in 2000’s, as well. Although governing stabilitty is o common target for all govermential powers , it has been proven by experience that pure stability focused electoral systems could not be succesfull in democrasies in which there is lack of justice in representation, in long-runs. In real terms, there is not a possibility of ensuring a constant governing stability without justice in representation. Accordingly, determining electoral system should contain both governing stability and justice in representation principles together.
