ANALYSIS OF THE CURRENT STATE OF MANAGEMENT OF FINANCIAL RESOURCES VIA THE TREASURY SYSTEM

Abstract
The article analyzes modern financial management through the category of treasury. The attention is paid to the specifics of treasury control and complexity of its structure and financial management system. The basic problem in the management of budgetary resource is functioning of treasury system, especially in political crisis. It was revealed that the economic crisis significantly influences budgetary institutions that have accumulated budgetary funds. The treasure system is considered as the main state financial institution due to which the process has undergone significant changes in the state budget expenditure management. It is shown that in modern conditions authorities of the State Treasury Service is the one of the most active participants in the management of national and regional financial resources due to the use of legally accepted mechanisms and procedures for the implementation of state and local budgets in accordance with the requirements of the budget legislation. The introduction of the Single Treasury Account allows you to have information on the budget. The main subject of the article is a treasury system, the goal is the analysis of financial management through the category of treasury. Methodology used in the article is the historical method, system method, logical method, mathematical method and method of analysis. Practical value of the research is the financial, the economic and the treasury system determination. The results of the research are the position that the increase of financial resources tends to increase the revenue side of the budget. Increase in revenues to the state budgeting increases its expenditure part. Investigation of financial management in the treasury system has enabled the State Treasury Service to conclude its main functions and significantly increased them.
