Analysis of the foreign criminal legislation on the responsibility of drug smuggling

Abstract
The article deals with actual problem of development of criminal legislation of foreign countries on liability for smuggling of narcotic drugs and psychotropic substances. It is concluded that the criminal law of foreign countries in the area of responsibility for drug smuggling is formulated in different ways, but in all laws this crime is recognized as having a significant danger to the society. The illegal trade in narcotic drugs and psychotropic substances, their precursors or analogs, plants or their parts containing narcotic drugs, psychotropic substances or their precursors, has long outgrown the borders of all states and has penetrated all continents. With catastrophic speed, drugs are spreading around the world and become a real threat to the social and economic foundations of the state of various countries, while the scale of criminalization of society is ex-panding. The smuggling of narcotic drugs, psychotropic substances, their analogues or precursors is one of the main sources of drug market penetration. Europe has become a priority market for drug producers and suppliers. Ukraine has a certain place in their plans. She is at the crossroads of several international drug transit routes. Consequently, the illicit trafficking of narcotic drugs at the regional, national and international levels has reached alarming proportions, and the related international criminal activity poses a threat to the security of sovereignty of the states. Part of the transit drugs remains in Ukraine. The smuggling of narcotic drugs, psychotropic substances, their precursors or analogues, plants or their parts containing narcotic drugs, psychotropic substances or their precursors is a breeding ground for international terrorism, a means of carrying out illegal operations with narcotic and psychotropic substances, is characterized by a high degree of organization and technical availability, international connections.
