Analysis of the healthcare system state of Ukraine

Abstract
Introduction. The functioning of the health care system is directed at perform of the main strategic task – saving and strengthening the health of the population and improving the quality of medical care. The existing health care system in Ukraine does not fully the needs of the population. That is why the reform of the healthcare sector is an urgent need of our time. The purpose of the article is to study of the dynamics of quantitative indicators characterizing the state of the health care system of Ukraine Results. During the study, the following indicators were analyzed: quantity of hospitals; quantity of medical outpatient clinics; quantity of hospital beds (per 10 thousand population); planned capacity of outpatient clinics (per 10 thousand population); quantity of doctors of all specialties (per 10 thousand population); quantity of average medical personnel (per 10 thousand population). The quantity of hospitals is gradually decreasing - from 2,8 thousand in 2010 to 1,7 thousand in 2017. At the same time, the quantity of medical outpatient clinics has a wave-like dynamics - the minimum number (8,2 thousand establishments) was observed in 2011, and the maximum number (10,8 thousand establishments) was observed in 2013. The indicator of the capacity of outpatient clinics (per 10 thousand population) has a wave-like dynamics for the period 2010-2017. Its greatest value was observed in 2013 (229,2 thousand visits per shift), and the least (213,4 thousand visits to change) - in 2014; at the end of 2017 this figure amounted to 218,6 thousand visits per shift. The share of expenditures on health care in the consolidated budget of Ukraine ranges from 12.17% in 2013 to 9.03% in 2016. Conclusion. During the research period there was a decrease in the quantity of hospitals and the quantity of medical workers (doctors of all specialties and medical staff). Despite a certain decrease in the bed fund, which occurred during 2010-2017, its level exceeds the existing standard and remains higher than in the countries of the European Union. The volume of financing of the health care sector in Ukraine during the last five years declined and remained below the average world expenditure on health care.
