ANALYSIS OF THE PREREGUISITES FOR CREATION OF GUALITY MANAGEMENT SYSTEMS FOR PUBLIC SERVICES PROVIDED BY A SERVICE-ORIENTED STATE

Abstract
The article presents an analysis of the quality of providing public services and the effectiveness of the activities of the capital authorities of public power, based on the results of a public survey in order to substantiate the process of creating a system for quality management of service activities of public authorities. It is determined that the creation of a quality management system is a complex innovative project aimed at increasing the efficiency of the organization and activities of public authorities in the direction of developing a modern state of service-oriented type. It is proposed for the development, implementation and certification of the quality management system to recommend application of service and subject-oriented approaches taking into account the requirements of the international standard ISO 10006: 2003 «Quality management system. Guidelines for quality management in projects».
