Anti-theft cargo on rail transport in Ukraine

Abstract
Today Ukraine’s railways have significant problems due to cargo thefts during their transportation and at train stops. Large losses of railways in this case need to intensify the combatting against these crimes. The point of the research is that for the first time, in order to combat the encroachment on the cargo, it is pro-posed to create a network of radio-channel accompanying of cargo transportation. The last one consists of a set of security equipment, which would be installed on railway carriage with a load, equipment for the notification on locomotive trains and other technical means for detecting acts of penetration into the car or cargo removing from it. That is, there is a group of sensors for detecting unauthorized access to the security object, which are connected to the radio-channel of the collecting and processing information Center of the Rail Transport Regional Directorate. The system implementation into practice allows law enforcement officers to use the research carried out as a means to effectively combat the crime of the railway. The advantage of the proposed system of radio-channel control of the safety of cargo transportation on the railway, in comparison with other solutions, is: the possibility of operative fixing of the fact of theft of goods from the cars at the stations of formation and deposition, or in the train during its movement; the ability to determine the exact place and time of the alleged abduction of the ship, which significantly affects the possibility of disclosing the crime, and, consequently, the reimbursement of the costs of the railway and the owner of the cargo; the relatively small cost of the landing and stationary equipment of the system allows to increase its number, which territorially extends the control area of the carriage of goods and will increase the number of cargoes that are automatically protected and do not require the involvement of non-departmental security guards.
