AUTONOMY OF TERRITORIAL COMMUNITIES – SETTING UP OF “LOCAL QUESTIONS” ON LOCAL AND SOCIAL DEVELOPMENT

Abstract
Тhe article focuses on the issue of a capable territorial community, which can become the basis and solid foundation for the formation of the state, will contribute to solving all their problems and interests of citizens, the locomotive in the system of life support of not only an individual but also society as a whole. It is proved that a capable territorial community plays an important role in ensuring its democratic development and the formation of a civil society, since all its social needs every citizen of Ukraine satisfies the level of the locality in which he lives. Taking into account the progressive nature of the model of local self-government, enshrined in the Constitution of Ukraine, we consider it necessary to reform the organizational, normative-regulatory, material and technical, budget-financial and other foundations of local self-government, which will contribute to ensuring autonomy in the formation of effective territorial communities and the optimal functioning of local self-government in Ukraine.
