[b][i]Ecological Security within the European and Polish Environmental Policy[/i][/b]

Abstract

Threats to the environment are caused by natural disasters as well as by industrial activity. The coex-istence of these threats is the subject of studies on ecological security. This article describes the issues of ecological security within the context of ecological policies in Poland and Europe, as well as in the context of Community legislation. When considering the issue of ecological security, its transnational dimension needs to be taken into account. After all, it is commonly known that pollution that is gener-ated on the territory of one country can influence the environment in a neighboring country. That is why solutions need to be created on a transnational level, in order to guarantee the effectiveness of actions undertaken for the protection of the environment and also to guarantee an increase in the level of ecological security. Thus, when discussing the topic of ecological security in Poland, it is simply impossible not to make reference to the solutions that have been adopted by the European Union in this area. It is not just about a common concept of a balanced development both for the European as well as Polish ecological policy, but also the solutions that are incorporated in the secondary legisla-tion of the Communities, including regulations that directly refer to the industrial sector, which is one of the main sources of threats to the environment. The instruments that are incorporated into the envi-ronmental policy of the European Union are supposed to guarantee ecological security for the member states. The regulations of the Polish ecological policy are in line with the requirements of the Com-munity legislation. Thus, it is possible to indicate identical instruments for guaranteeing ecological security. On account of the fact that the industrial sector constitutes the main threat to the environ-ment, the regulations that concern this sector should be treated as the principal instruments for ensur-ing ecological security. The directive concerning the assessment of the environment as well as the Seveso Directive, which concerns serious industrial malfunctions, are of fundamental importance here. These directives have a preventive character for ensuring ecological security. The regulations of the secondary legislation that enforce the obligation to investigate whether the activity of a given en-tity will not influence the environment in a negative way meet the general objectives of the ecological policy and consequently guarantee a higher level of ecological security, because they prevent sudden and unexpected occurrences. This way of understanding ecological security is directly linked to limit-ing the level of threats for the environment coming from the industrial sector. The most important aspect of guaranteeing ecological security is how these regulations function in practice. The fact that ecological security if reflected in the Polish as well as European ecological policy emphasizes the significance of this topic. However, only the actual realization of the objectives that are incorporated in those policies as well as the effectiveness of the regulations of the secondary law will guarantee an appropriate level of ecological security.
