[b][i]The Institutional System of the EU Security Policy after the Treaty of Lisbon[/i][/b]

Abstract
The topic of security in the EU Security can be perceived in two ways. On the one hand, it concerns foreign security, which the Common Foreign and Security Policy (CFSP) handles. On the other hand, it concerns domestic security, which is discussed in the light of the European Area of Freedom, Security, and Justice (AFSJ). The author presents the development of both systems, particularly focusing on the changes within those systems as a result of the Treaty of Lisbon.Among the institutional reforms that were implemented by the Treaty of Lisbon, one of the most im-portant was the transformation of the EU into a uniform international organization. However, the CFSP will keep its special status. A significant advancement is the establishment of the High Repre-sentative of the Union for Foreign Affairs, which combines the current functions of the High Repre-sentative for CFSP and the European commissioner for external relations. In the Treaty of Lisbon it was agreed upon to establish an agency in the field of defence capabilities development, research, acquisition and armaments (European Defence Agency). The European Council will be able to collec-tively decide that in the areas where a unanimous decision is required, a qualified majority will suf-fice. The range of the so called Petersberg tasks will be extended and a structural collaboration will be established. The AFSJ will also undergo significant changes. These boil down to including two spheres (title IV TEC and the third pillar of the EU) in a consolidated legal regime of the future inter-national organization – the Union, identical to the current community regime. In the entire European Area of Freedom, Security, and Justice a legislative procedure will apply, in which the European Council is the qualified majority. Furthermore, uniform legal instruments will be implemented, which correspond to the current regulations, directives and decisions. Additionally, the Treaty of Lisbon anticipates a reinforcement of Eurojust as well as the establishment of legal grounds for setting up a European Prosecution Service. The reinforcement of the role of national parliaments is particularly important, among others in the area of monitoring procedures of the principle of subsidiarity and the evaluation of the performance of Eurojust and Europol.Security policy is becoming an increasingly important area of activity of the EU. The conviction is growing that developing effective international instruments is indispensable. In the context of the EU, which the Treaty of Lisbon is a proof of, this means gradually stepping away from the principles of unanimity and reinforcing the community dimension in this area.
