Abstract
The paper wants to show the level of relations Paraguay Brazil after the rise of Fernando Lugo to the paraguayan presidency. Emphasis is given to electrical energy (Itaipu), to brasiguaios and to cross-border trafficking. The commitment of these governments to deepening cooperation exist although the asymmetries between the countries.
