BUDGETARY EXPENDITURE ON HYDROGRAPHIC CONDITIONS AND BIOLOGICAL PROGRESS AS A DETERMINANTS OF RAW MATERIAL FOR THE BIOECONOMY IN LONG TERM (2000-2016)

Abstract

The aim of the analysis was to identify some expenditure in the agricultural budget as an identifier shaping the raw material base and infrastructure for the development of the bio-economy in Poland in the long term (2000-2016). Therefore, we analyzed spending on the agricultural sector (agriculture, rural development and agricultural markets) due to the share of the budget total and the GDP and the titles of the expenditure for biological progress in plant and animal production and expenditure in the budgets of voivode related to the regulation of relations water (drainage water, water companies) and geodetic works. There was used an analysis of the dynamics and structure to verify the hypothesis, that the scale of selected agricultural budget spending increases in the long term, which is a prerequisite for the development of raw material base and infrastructure for the bio-economy in Poland. Unfortunately, in the face of unstable, often fading spending for the analyzed goal, the hypothesis was rejected.<br/><br/>
