Certification of bioenergeticfuels in the world and in Ukraine

Abstract
The article deals with the sustainable development of biofuels conditions and bio liquids using ecological methods which contribute to biofuels impact on climate change reduce.The basic conditions of sustainable development for bioenergy are revealed through the obligatory use and recommended constancy conditions, as well as the features of the criterion of constancy substantiated in the process of biodiesel and production of biofuels use. It is established that requirements for greenhouse gases for growing raw materials, production of biofuels and their use reduce are the main sustainability requirements. Raw materials that do not meet these sustainable criteriacan not be counted towards the realization of the goals of renewable energy sources, can not receive financial support and will not be attractive to EU fuel and energy companies.The mechanism of bioenergy fuels and biomass certification both in the EU and in Ukraine have been analyzed.International sustainability certification systems for biofuels production and use through EU established voluntary certification schemes and through the establishment of their own certification scheme use which should be approved by all EU member states have been presented.Theoretical and practical bases of sustainable international certification systems which are regulated for biofuel producers in the EU and Ukraine have been indicated.Mechanism and process of certification and the issuance of a certificate in Ukraine by the authorized state authorities have been discovered.Mechanism of biofuels certification chains, main industry standards and technical conditions for biofuel producers and consumers in Ukraine have been analyzed.Theoretical and methodological provisions have been grounded. Practical recommendations on the organizational and economic basis for the development of certified biofuel production in Ukraine have been developed.
