Civic Participation on the Example of the City of Slupsk in the Years 2015–2017

Abstract

2015–2017 in Slupsk, activities related to the involvement of citizens in public life were intensified. Numerous consultative councils were set up by the President of the city, the number of social consultations increased, and activities related to the functioning of the participatory budget were intensified. The Polish legal system provides numerous opportunities for citizens to participate in public life. Some, which are at the level of universally binding law, have a high degree of generality, leaving local governments to apply the manner and principles of implementation. There are also those which have a detailed procedure and even separate legal requirements at the level of the Act. In this article, an analysis of civic citizenship activity based on the following legal institutions will be made: 1. participation in public consultations, 2. submission of requests for public information, 3. activity in consultative and advisory bodies, 4. use of the right of petition. The purpose of this article is to analyze the local law of the city of Slupsk in the realm of civic participation. The study will also include examples of the practical use of legal institutions as it pertains to universal binding of Pole Wardens in this field. The article also assessed solutions for civic participation in Slupsk.
