Civil protection as a purpose of the public administration system: questions of theory

Abstract
The article deals with theoretical questions of civil defense as an object of the system of public administration in Ukraine. Expanded categories and public relations in the field of civil protection management. In particular, the theoretical gains and views of scientists on the state and purposes of the management system in the field of civil protection in Ukraine are researched. The purpose of the article. In this paper, the purpose is to find out the interpretation of the categories «civil protection (CP)» and «public management in the sphere of the CP» as separate administrative categories, the definitions of which are associated with the use of modern mechanisms and methods (instruments) of public administration in the country . To investigate the latest theoretical researches and positions of Ukrainian authors on formation of effective public relations in the sphere of the Central Committee in the conditions of reforming the whole national management system. Scientific novelty. In the work of the complex using modern methods of cognition, taking into account the latest achievements of the science of public administration, the theoretical issues of the management process in the field of civil defense as an object of public administration are investigated. The theoretical understanding of the content of the category «managed civil protection», «decentralization of the Central Committee», and, in particular, as a mechanism of public administration and administration, which involves the transfer of managerial functions in the sphere of the Central Committee to the regional and local level and control over the activities at these levels, is substantiated. The article analyzes the directions of modernization of the Central Research Institute in Ukraine and theoretically proved that the current goal of the process of improving the efficiency of the Central Election Commission is to reform and strengthen the institutional capacity of the governing bodies, the formation of rational and balanced local authorities in management spheres and the need for a decentralized management model of CES in Ukraine. Conclusions. As a result of work justified scientific provisions on improving the use of management practices in the field of public procurement, mechanisms of public administration, which are still in its infancy. In theoretical context, the science of public administration requires the disclosure and specification of categories and social relations in the field of civil protection management, in particular in the context of military operations on the territory of the state, in particular, there is an urgent need for further research in this area. In addition, in the study of contemporary publications and the clarification of the theoretical essence of the concepts of «public administration», «territorial management» and «management of the Central Committee», it has been proved that public relations in the field of civil protection and specific specified institutions, for example, local state administrations, are not they are stable because they change with their development, as well as in the context of the formation of modern real administrative and financial powers, in particular in the field of Central Government.
