COMPARING EFFICIENCY OF AHWAZ HOSPITALS BEFORE AND AFTER IMPLEMENTATION OF HEALTH REFORM PLAN BASED ON PABON LASSO MODEL IN 2016

Abstract
Introduction: Paying attention to health and trying to keep and promote health have been always preferred in health level thus requirements of public and society are met. Pabon Lasso chart is a method to determine efficiency and performance of hospitals. Therefore, efficiency of health reform plan as well as better allocation of sources and optimal productivity from beds can be reached by using information resulted from analysis of efficiency indices in hospitals. The main goal of the research is to compare efficiency and performance of hospitals affiliated to Jondishapoor medical science university of Ahwaz before and after implementation of health reform plan based on Pabon Lasso model. In other words, do performance indices of hospitals outperform after implementation of health reform plan compared to before? Method: This is an applied research in terms of goal and it is a cross sectional-descriptive research in terms of data collection. Data required for periods before (21. Jan.2014-20. Apr.2014) and after (21. Mar.2014-22. Aug.2014) health reform plan were obtained to estimate condition of hospitals in four points of Pabon Lasso chart, bed occupancy rate, average length of stay and bed turnover. To test research hypotheses, SPSS 22 was used. T student method was used to test research hypotheses. Then, Pabon Lasso chart was used to estimate efficiency of hospitals under study. Results: In present research, 8 hospitals affiliated to Jondishapoor medical science university of Ahwaz were studied in terms of bed occupancy rate, average length of stay and bed turnover. Salamat had been the most efficient hospital before and after implementation of health reform plan. Abouzar and Sina hospitals placed in a poor zone of the chart and Shafa hospital placed in zone 4 of the chart due to high bed occupancy rate and low bed turnover rate (average performance) but Golestan and Imam Khomeini hospitals which were in the zone 4 of the chart before implementation of health reform plan, descended to the zone 1 after implementation of health reform plan. Only Razi and Taleghani hospitals transferred from weak zone of the chart (poor performance) to average zone (after implementation of health reform plan). Conclusion: utility and high efficiency were not seen in all hospitals. The reasons for poor performance should be evaluated and analyzed. In addition, proper strategies can be used to improve performance and to increase efficiency of sources based on features of hospitals.
