COMPETENCY-BASED APPROACH TO TRAINING PROFESSIONALS NOWADAYS

Abstract

This paper provides conceptual and analytical overview of the current issues in communicative approach. The competency-based approach to education is developed within the framework of the Bologna process and can be treated as educational policy which is well-established on economic grounds. It can be also viewed as educational strategy to increase competitiveness of the national system at the contemporary labour market influenced by globalisation of the world economy. The authors have channelled their efforts to broaden and analyse the information on the following issues: appearance and establishment of the competency-based approach in professional and educational practices nowadays; who developed the methods of competency-based approach and how; how it has conceptualised in professional and public awareness of the recent decades; how it was integrated into practical experience and how national systems of education responded to it in various countries. In connection with this matter a number of important scientific and practical tasks arise. The researchers have to answer different questions. Does any competency-based approach prove its value in education which has to find some new way to train a person for life in the world which constantly gets more and more complicated? What are the new aspects in training contemporary professionals which pertain to competency-based approach and are not characteristic of any out-dated approaches? While providing professional training higher educational establishments contract out social services. Along with this critical voices claim that market-based approach to education will certainly reduce its universal values which are knowledge as such. Thus, main issues in the discussion is if the competency-based approach in education constitutes the proper option (method) or strategy for training more qualified specialists for the society within the contemporary system of education without losing general educational values. Countries which have already extensively implemented competency-based approach in their professional educational practices accumulate and critically reconsider interesting pedagogical experience. Ukrainian educationalists still need to think over which episodes of national training system of professionals need to be transformed and which of them need to be preserved. The paper provides recommendations to apply methods of competency-based approach in development of the new generation programmes within the framework of the Bologna process.
