Components of the formation of state policy for the restoration of the occupied territories in Eastern Ukraine

Abstract
The article describes the components of the formation of the state policy on the development and restoration of the occupied territories of Ukraine in the conditions of military aggression of the Russian Federation, as well as the peculiarities of the functioning of such a policy according to the current state of politically-legal and financially-economical provision. The relevance and importance of the problems of the state policy on the development of “problematic” regions increases due to the strengthening of the democratic trends in the development of the Ukrainian society, the actualization of the negative processes in it, the increase of the financially- economical, foreign, informational, and other threats. Thus are the occupied territories the zones of crimes and serious violations of the most of the fundamental human and civil rights: murders, tortures, cruel treatment or punishments, violation of the rights to liberty, personal integrity, property, freedom of speech, etc. The EuroMaidan 2013, which outgrew to the 2014 Dignity Revolution, which, in its turn, dismantled the previous state- political regime, became the accelerator for the further geopolitical processes that had a well-known influence on the development of Ukraine. The occupation of the part of Ukraine and the scale of the numerous human losses during the events of the Maidan 2013–2014 is unprecedented for the entire period of the independence.
