CONCEPT AND STRUCTURAL AND FUNCTIONAL CHARACTERISTICS international law enforcement cooperation UKRAINE (theoretical and historical and legal aspects)

Abstract
In the article it is analyzed the content, structural and functional features of the concept of international cooperation of law enforcement bodies of Ukraine in the fight against crime. It is stressed that the cooperation of law enforcement agencies in this area is not an autonomous phenomenon, but exists as a component of interstate relations in the sphere of international cooperation. It is analyzed the ratio of the concepts of "international cooperation" and "collaboration" of law enforcement agencies in the fight against crime. It is refined the categorical concept of "international crimes" and "crimes of international concern", that allows to determine the content, effective forms and methods of international law enforcement cooperation in combating them. It is studied the development of cooperation of States in this area, the main lines, features, levels and forms of regulatory and organizational support of the international cooperation of law enforcement bodies of the state. The author concludes that the historical and legal analysis of international cooperation in the fight against crime helps to determine the most effective activity forms of law enforcement agencies in combating transnational forms of crime, protection of human rights and fundamental freedoms
