Conflits agriculteurs-éleveurs et la problématique de cohésion sociale dans le département de Bouna au Nord-Est de la Côte d’Ivoire

Abstract

Les conflits entre agriculteurs et éleveurs au Nord de la Côte d’Ivoire sont devenus très fréquents ces dernières années. Ces conflits se transforment dans la plupart des cas en conflits intercommunautaires occasionnant d’importants dégâts matériels, humains. Afin de prévenir et de gérer ces conflits, les autorités administratives et politiques ont mis en place des mécanismes de gestion dénommés comités de gestion. Ces comités existent au niveau villageois, au niveau sous préfectoral et au niveau préfectoral ou départemental. Malheureusement, les différents acteurs ne font pas confiance en ces mécanismes. Les causes profondes de ces conflits entre agriculteurs et éleveurs dépassent le simple cadre de la destruction des plantations par les troupeaux d’animaux. En effet, ces conflits sont la manifestation des relations sociales conflictuelles entre différents groupes d’acteurs. Chacun cherchant à contrôler les ressources naturelles (la terre). L’analyse des conflits intercommunautaires survenus à Bouna montrent que la persistance de conflits est provoquée surtout par des problèmes politiques, fonciers et identitaires. Mots clés : agriculteurs-éleveurs- conflits- cohésion sociale-foncier Abstract : The conflicts between farmers and breeders in tne North of Côte d’Ivoire have become regular these last years. These conflicts are transformed in most cases in intercommunities conflicts causing significant property and human’s damages. To prevent and manage these conflicts, the administrative and political authorities have put in place mechanisms management called management committees. These committees exist at village level, at the sub prefecture and at the prefectural or departmental level. Unfortunately, the actors do not trust in these mechanisms. The root causes of these conflicts between farmers and breeders go even beyond the destruction of plantations by animals. Indeed, these conflicts are the manifestation of conflicting social relations between different groups of players. Each actor seeking to control natural resources (land). Analysis of communal conflicts occurring in Bouna show that the persistence of conflict is caused primarily by political, land and identity.
