Customs-commercial factors of external trade in Russia during the Great Northern War

Abstract
In this article the author analyzes the legal tools, which was used by the Russian authorities for the regulation of import and export relations with the participation of foreigners in the years of the Great Northern War. The author points to the need and the importance of attracting foreigners to supply, first of all, weapons, equipment, as well as some high-tech goods and ship equipment that were not produced in Russia at that time. The main form of import-export operations in Russia then became agreement contract and guarantee. In the Russian legislation was first introduced a number of elements borrowed from European legislation – the marine insurance payments, compensation for war risks, etc. Due to the active involvement of foreign merchants, mainly Dutch and English, at the first stage of the Great Northern war managed effectively to ensure the rearmament of the Russian army in the European sample (up to 1711). In the future, foreign trade was carried out mainly in the commodity sphere, and weapons dropped significantly, so the value of the foreign element in the import-export operations also decreased.
