DE LA SOCIEDAD DE RIESGO A SEGURIDAD CIUDADANA: “EMPIRISMO SISTEMÁTICO PARA DISEÑAR MEDIDAS DE AUTOPROTECCIÓN”

Abstract
Citizen security is a topic of debate and significant importance today in Ecuador, the press publishes violent acts and crimes daily, playing a public complaint role by the citizens that we will call it "risk society"; however, government actions should be developed to confront this phenomenon with radical measures based on their attributions in the state through legislative hardening for the benefit of social actors, citizenship and institution responsible for "Attending to citizen security and public order , and protect the free exercise of the rights and security of people within the national territory. ” (Political Constitution of the Republic, Art. 163). Therefore, this publication presents self-protection measures for citizen security in the face of increased criminal acts and violence. The population is demanding more decisive public policies by the Government so that the protection of life, liberty, property and personal security are effectively exercised, and that the serious phenomenon of crime be combated with the purpose that prime security and trust necessary to promote coexistence and national harmonic development.
