DECENTRALIZATION AS A MECHANISM OF SOCIAL AND INCLUSIVE RURAL DEVELOPMENT

Abstract
Purpose. Research institutional conditions, results and restraining factors of decentralization as a way of intensifying and implementation of rural communities initiatives in the development of rural areas. Methodology of research. General scientific methods, including dialectical method of knowledge of economic processes and phenomena in their relationship, have been used in the study for the analysis of socio-economic development of rural areas and substantiate the effectiveness of state power decentralization, which is an important mechanism for intensifying and implementation of rural communities initiatives s in Ukraine. Findings. It is proved that enhance of the social inclusiveness communities will contribute to socio-economic development of rural areas. Found that social inclusion is a state-guaranteed equal rights of every member of the community to obtain public services and benefits, active participation in rural development. Proved that the decentralization is an effective mechanism for intensifying and implementation of the rural communities initiatives in Ukraine. Decentralization is a progressive development of communities combined, transfer the powers to manage their own capital, including direct access and the right to self-disposal of financial assets to them. It was determined that a reform the redistribution of budget funds to expand financial capacity of local communities is one of the most important components of the decentralization process. Revealed that the decentralization process in Ukraine is developing dynamically and has positive results. However, its implementation is constrained by the presence of significant risks and factors, one of the most important of which are institutional. Originality. Improved performance suggestions of the power decentralization to the empowerment of local communities as a way of enhancing their social inclusiveness. Practical value. Develop proposals for improving the institutional framework of the decentralization process to enhance community initiatives in the rural development.
