DECENTRALIZATION: THE LESSONS OF BALTIC COUNTRIES FOR UKRAINE

Abstract
In modern conditions the process of local government’s reforming and decentralization is happening. So the experi-ence of Baltic countries will be relevant for Ukraine, because these countries also have the Soviet experience of for-mation system of local government. Also they are actively trying now to use the European traditions of local govern-ment’s and local communities’ practice. The purpose of this paper is to study the experience of the Baltic countries in processes of decentralization as the basis of the effective functioning of local government. When processing materials on the mentioned theme the following methods were used: analysis and synthesis, systematic, historical and compara-tive. As a result of research we can conclude that the provision to local governments more rights in political and eco-nomic spheres will allow more flexibly and quickly resolve issues of local importance. But this formula will work only under the conditions of the territorial community’s motivation to development of their region. So it could be done trough the control of corresponding representative bodies especially in the spheres of expenditures and incomes to avoid corruption on local level. In addition, considering the external vector, we can conclude that the reform of decen-tralization and local government should be provided in a short terms because reforms that are carried out for decades cease to be effective and become destructive by nature.
