Abstract
Authorities the article is devoted finding out of important for science municipal right the question of delegation of plenary powers. Ukraine for today carries out the active search of optimum forms of municipal building, and also methods of combination of interests of the state and territorial society. In the connection the special actuality is collected by the problem of mutual relations of public organs and organs local a comprehension of general theoretic and practical aspects of co-operation of the state and local government and its embodiments in legislative practice.
