DETERMINANTS OF EFFICIENT PROJECT MANAGEMENT IN LOCAL GOVERNMENT AND MUNICIPAL ENTERPRISES

Abstract
The key determinants of effective project management in the local government sector are two main groups of conditions. The first is the systems gap that is a system vulnerability or disadvantage low-efficient system solutions for destabilizing activities of local government units. The second is the competence gap in the preparation and management of projects and programs which increases project costs, to increase the execution time of projects and the smaller efficiency of project products, as well as smaller benefits for beneficiaries of projects.
