Development of administrative services national centers system in terms of the implementation of local government reforms in Ukraine

Abstract
The article presents the key issues of the development of the national system of the administrative service delivering centers in the framework of the local self-government reform in Ukraine. It is stated the main tendencies in the realization of the State policy in the field of the improvement of the quality of the administrative (municipal) services (in the context of the on-going large-scaled decentralization reform in Ukraine) as well as the main direction for its further modernization. It is analyzed in details the issue of the transparency and effectiveness of the administrative service delivering centers and the issue on ensuring an effective cooperation with the citizens in the context of improvement of the quality of the administrative (municipal) service delivering. In this regard, a serious attention was paid to the issues related to the assessment by the citizens of the activity of the administrative service delivering centers. By the analysis of the legislative and normative acts, best national and international practices in this field the relevant proposals and recommendations concerning increasing the quality of the administrative services (in the framework of the on-going local self-government reform) are pointed out.
