DEVELOPMENT OF LEGISLATION ON SELF GOVERNANCE IN UKRAINE

Abstract
Local government elections are the key element of the country's political system. The modern electoral system must conform to the principles of democracy, to ensure the maximum transparency of the conduct the elections, to promote constant competition in power through the fulfillment by the political forces the tasks of state development, development of the region, city, district, settlement, village. Elections are the only way to form the local government bodies, which have the right to act on behalf of society and have the authority to make universal decisions in the respective territory. Elections are democratic only if they represent the interests of the general population. Local government during the years of Ukraine's independence has undergone a difficult path of formation as a political institution and its legal status, taking rapid development of social life is already not meeting the challenges of time, in particular, independence and independence of self-governing bodies, their material, financial and information support, in connection with which there was a need to improve the legal regulation of their activities. As for Ukraine, it remains here the need for a perfect electoral system that meets the level of democratic countries of the world and takes into account historical, cultural, economic, political and other national peculiarities.
