Development of national mercant maritime and labor internationalism, ¿are trade-unions compatible fronts? Dilemmas and maritime trade-unions convictions during the frst Peronist government (1946 - 1951)

Abstract

The following article aims to rescue and analyze signifcant aspects of union activity of the “Confederación General de Gremios Marítimos y Afnes” (General Confederation of Maritime and Allied Trades). The diffculties to translate into practice, just on ships, social and labor legislation enacted during the Peronist government and deepening political union struggle against flag change employers encouraged the Confederation of maritime workers to raise their demands and organizational development from a global perspective. After this orientation, in 1948, they joined the International Federation Transport (IFT), participating in conferences and encouraging its Latin American branch. In this framework, they propitiated boycotts against changes of flags and the formulation of a global labor legislation that would prevent the competition in the international freight market resolving it not at the expense of further exploitation of the labor force. At that juncture “populist”, which many scholars on Argentine labor history point to the strong imprint of a growing nationalism in the proletariat, becoming embarked staff the singular subjet to provides elements to research complicate the look on the process. Especially when, in the development of the “big” maritime strike of 1950, the Maritime Confederations got the IFT declared an international boycott against Argentina merchant fleet in solidarity to their claims.
