Differentiated approach to evaluating the level and state of multilevel indicators on the example of economic security of the enterprise

Abstract
The critical review of existing methods and approaches to assessing the level and state of economic security of the enterprise as one of the well-known multi-level indicators is carried out. The identified areas of existing research are combined into four groups. For the first time, the differentiated approach to assessing the level of the multilevel indicator separately from its state is proposed. It is proposed that the level of the multilevel indicator is understood as a comparative value that characterizes the degree to which it reaches a certain value at a particular point in time. The article gives the definition of the state of the multilevel indicator including the economic security of the enterprise as a complex concept, which is determined by the combination of circumstances and conditions, in which the enterprise is located taking into account the resources, reserves and processes available on it, which also reflects the possibility of restoring the necessary (basic) properties of the multilevel indicator taking into consideration the time and trends established at this enterprise without special measures. Methodological differences between the level assessment and state assessment of the multilevel indicator are substantiated. The author provides the examples of individual cases, in which the results of applying the differentiated approach may be contradictory. For the first time, it is proposed to introduce into scientific terminological circulation «the indicator of the need for managerial influences» and the formula for its determination is provided. The block diagram of the application of the differentiated approach to the assessment of multilevel indicators is formed. It was revealed that in some cases, when assessing the state of the multilevel indicator, the use of the Kitchin cycle length limit as a period is not advisable. It is shown that the events that do not fit into the general situation and the established trend for the enterprise should be considered separately and called critical events. It is substantiated that in the presence of turning points, it is advisable to use a methodological approach that provides bringing various time indicators – limiters (for example, such as the Kitchin cycle length and deadline for non-payment of current obligations when initiating bankruptcy proceedings) to the same scale.
