E-SAĞLIK UYGULAMALARININ FARKINDALIĞINA YÖNELİK BİR ARAŞTIRMA

Abstract
Teknolojinin ciddi bir geliĢim göstermesi sonucunda devletlerin hizmet sunumu ve yapılanmalarındaki felsefe değiĢmiĢ ve e-Devlet kavramı kullanılmaya baĢlanmıĢtır. Kamu hizmetlerinin vatandaĢın daha hızlı ve kolay eriĢebileceği Ģekilde, daha az maliyetli ve daha Ģeffaf bir biçimde elektronik ortamda yürütülmesini amaçlayan edevlet felsefesi, kendisini sağlık sektöründe de hissettirmiĢ ve e-sağlık kavramı kullanılmaya baĢlanmıĢtır. Ġnternet ve diğer teknolojiler aracılığıyla gerçekleĢtirilen tele-tıp, sağlık biliĢimi, dijital hastane ve mobil sağlık baĢta olmak üzere elektronik sağlık hizmetleri süreç içerisinde geliĢim göstermiĢtir. Bu çalıĢmada Süleyman Demirel Üniversitesi Ġktisadi ve Ġdari Bilimler Fakültesi Sağlık Yönetimi Bölümü öğrencilerinin e-sağlık bilgi düzeyleri ve tutumlarının ölçülmesi amaçlanmıĢtır. Bu kapsamda araĢtırmacılar tarafından geliĢtirilen “E-Sağlık Tutumu Soru Formu” 224 öğrenciye uygulanmıĢtır. Sağlık Yönetimi öğrencilerinin sınıf yükseldikçe e-sağlık uygulamalarına iliĢkin bilgi düzeyinin artıĢ gösterdiği, akıllı telefon kullanım sıklığının neredeyse yüzde yüze yakın bir orana denk düĢtüğü, Sağlık Bakanlığı tarafından hayata geçirilen uygulamalardan birisi olan Merkezi Hastane Randevu Sistemi’nin en yoğun kullanılan uygulama olduğu baĢta olmak üzere çeĢitli sonuçlara ulaĢılmıĢtır. EXTENDED SUMMARY Research Problem In this study, it is aimed to measure the level of e-health knowledge and attitudes of the students of Süleyman Demirel University Faculty of Economics and Administrative Sciences Health Management Department. Literature Review E-government in the understanding of state from the reflections of technological developments to our lives; the provision of services provided by the state to the citizen in an electronic and continuous manner in order to provide time, labor and material savings (Çarıkçı, 2010: 98; Erdem, 2014: 734). The e-government has implemented applications in different service areas, and one of these areas has established health sector. In terms of both service providers and service providers e-health applications, which save time and cost, provide health services, information, education and so on. contains elements. One of the main components of the Health Transformation Project, which is one of the most important reforms in the health sector in Turkey is the National Health Information System. Within this scope, various e-health projects such as Sağlık.NET, Merkezi Hastane Randevu Sistemi (MHRS) and Tele-Medicine were implemented with the transformation project. Methodology The universe of the study is composed of the students of Süleyman Demirel University Faculty of Economics and Administrative Sciences Department of Health Management. In this research, 224 students were reached using the sampling method. In the study, “E-Sağlık Tutumu Soru Formu” developed by the researchers was used as data collection tool. In the last part of the survey, there are demographic questions and open-ended questions. Frequency and percentage calculations, T test, Anova and Tukey’s-b test were used to analyze the data. Results and Conclusions Health Management students have increased their knowledge about e-health applications as the class rises, the frequency of use of smartphones corresponds to almost a hundred percent, one of the practices implemented by the Ministry of Health, MHRS is the most widely used application etc. various results have been reached. Based on this information, it is considered that citizens should be informed and encouraged more frequently in order to achieve the purpose of e-health applications. Recommendations have been put forward that the promotion activities of e-health applications should be made more strongly and at this point, the Ministry of Health could promote e-health applications through the dissemination of public spots.
