Ecological safety of Lviv region as component of the ecological safety of the country

Abstract
The main components of economic safety have been reviewed and such element as environmental safety has been offered to complete them. The notion of environmental safety has been provided and the main features have been reviewed. The main criteria of safety and their characteristics and environmental regulations that govern the nature have been determined. The purpose of saving of a stable state has been defined. Violation of norms creates conditions for environmental risk and finally it is necessary to develop a system of its management. The basic indicators of the ecology of Lviv such as emissions of harmful substances into the atmosphere from stationary sources and sewage discharge into surface water objects during the years 2010-2014 years, the compliance with environmental safety and financing of environmental safety of Ukraine during last 3 years as well as capital investments in environmental protection in directions of investment have been analyzed. For solving tasks of environmental safety there is a regional environmental organization – the European Agency of the Environmental Protection, which provides information about the condition of the environment. The features of activities of the European Community in the area of the environmental safety regulation have been reviewed. The international experience of compliance with environmental norms of such countries as Germany, France, Belgium, the Netherlands, and Norway has been showed. The basic problems of ecological safety which have to be solved in the prospect have been explored, the measures to protect the land resources of Lviv region and the ways and methods solving the problem of waste management have been suggested. The complex measures for improving the ecological state of water objects have been identified. In order to improve the environmental safety it is advisable to adopt comprehensive national program of environmental safety of Ukraine, which would take into account international experience.
