Edukacja jako wyznacznik potęgi państwa - geopolityczne znaczenie reform edukacji w Polsce
Journal Title: Gdańskie Studia Międzynarodowe - Year 2012, Vol 10, Issue 1
Abstract
Political system transformation in Central and Eastern Europe at the beginning of the 1990s occurred in the conditions of essential civilizational changes in the world connected especially with IT revolution and the process of globalization. Many analysts noticed that the foundation of civilizational development is understanding that the functions constituting the core of the global system is knowledge as well as creating innovations and management and not the industry which used to be the foundation of modernity in the 19th century, but in the 21st century it is the symptom of belonging to a halfperiphery. In that context science and education were regarded as a decisive factor in terms of competition in the modern world. Together with a progressive economization of our lives the school started to be perceived not only as a social institution en tangled in the socialization process but first of all as a tool to produce qualified labour force “human resources”, “human capital” so as a factor accelerating or hampering the economic growth. Nowadays the reformation of the educational model constitutes one of the greatest challenges for countries at the stage of political system transformation. These countries attempt to narrow the civilizational gap and confront the challenges connected with the formation of a new post-industrial (IT) civilization. In the conditions of post-industrial era education has a strategic importance both in an individual and social comprehension; it constitutes a tool to gain information, thus a basic, as it is defined by an American futurologist Alvin Toffler, ‘resource’ of a newly forming civilization. Intellectualization of work as a result of mechanization, automation and IT systems implementation leads to the reduction of the resources of physical work and the increase in the demand for intellectual work. Consequently, it brings about the changes of the structure and form of employment. The results of the analyses concerning the structure of the main groups of professions in the EU countries indicate that the demand for so-called modern professions connected with new technologies of production and services increases systematically. In order to achieve a permanent development it is necessary to realize the fact that in the perspective of a next few years the accepted educational model will have a decisive significance for the civilizational and geopolitical status of the country and therefore it will affect its position in the world.
