ЕКОНОМІЧНА ОСНОВА ЕКОЛОГІЧНОЇ БЕЗПЕКИ В КОНТЕКСТІ ДІЯЛЬНОСТІ ПІДПРИЄМСТВ ТА ОРГАНІВ ПУБЛІЧНОЇ ВЛАДИ

Abstract
The article examines the issues of the economic basis of environmental safety as a component of the economic security of enterprises. It is shown that the costs of providing it are borne not only by business entities, but by the state, individuals and other groups of stakeholders. The role of public authorities in the process of ensuring environmental safety is covered. Considered individual measures to ensure environmental safety and their financing on the example of the city of Krivoy Rog. It was revealed that in order to overcome environmental problems, within the framework of the implementation of the Strategic Development Plan of the city of Krivoy Rog, a program was developed to improve the state of the environment for 2016-2025. It is shown that deputies of the Krivoy Rog city council, public organizations, specialists of the main scientific institutions of the city, as well as representatives of industrial enterprises took part in the development of this program. At the same time, it was determined that environmental safety is financed both at the expense of enterprises that pollute the environment, and budgets of various levels, including state and local. It is grounded that ensuring environmental safety is a versatile process, which is characterized by administrative and economic methods of influence from public authorities. At the same time, this process can be both positive and negative in terms of the costs of enterprises. The positive impact is manifested in measures of tax incentives for enterprises that are widely reported in economic works. In addition, this impact is in the implementation and financing of measures to support environmental safety by local governments. This effect has a positive effect on reducing the costs of enterprises both directly and indirectly. Indirect (indirect) influence manifests itself through several directions, one of which is the reduction of days of disability of employees of enterprises associated with diseases due to environmental problems. The negative impact is manifested in non-compliance with environmental legislation as various kinds of fines, penalties, and so on. The conclusion is made about the feasibility of assessing the indicator of the level of shortage (stock) of resources allocated to ensure environmental safety, taking into account their sources.
