The article covers the analysis of existing international foundations and programs from the point of view of interacting with them of the institutes of higher education for attracting their investments as the complementary sources of financing. In this article examined the factors, capable to wield influence on outcomes of expertise of the projects the international cooperation programs and development of principles of their estimation from the point of view of the potential competitor
