EUROPEAN SECURITY AND DEFENSE MANAGEMENT: A COMPARATIVE ANALYSIS OF THE MUTUAL DEFENSE CLAUSE IN THE TREATY OF LISBON AND COLLECTIVE DEFENSE IN THE WASHINGTON TREATY

Abstract

The gradual worsening of the global and regional security environment and the security situation during the first two decades of the new millennium, coupled with a significant increase of symmetric and, above all, asymmetric security threats, led to the need to take adequate measures of political, security, military, legislative and organizational character, at the level of national states, as well as at the level of integration clusters (alliances, unions, pacts, etc.). In the context of the above, the author, following the research of European Security and Defense Management, presents a comparative analysis of Article 42 7 of the Treaty of Lisbon (mutual defence clauses) and Article 5 of the North Atlantic Treaty (collective defence clauses), examining several aspects arising from the abovementioned articles, primarily taking into account the specific nature of the organizations, the decision-making process, the operational planning, the use of force, etc. The hypothesis of this study is based on the fact that the relevant articles are based on a similar principle, but from the point of view of the decision-making process, the reaction and response of available forces, and the significance of the security concepts they enshrine, are different.
