Evaluating the development degree of Sistan and Baluchistan counties with Spatial and Hierarchical planning approach

Abstract

The intense centralization and imbalance are such characteristics of the third world countries that these ones are the effect of polar growth policy. According to the necessity of integrated regional development, analyzing the dependence of human’s settlement in the regions’ borders is the foundation in every planning. The optimal population distribution and the distribution of social and economic development process is the ultimate goal of regional systems. Therefore reducing deprivation and inequality for having political and economic consequences is an important and considerable issue. In fact, achieving pervasive progress and development involves recognizing the different regions and areas situation. Using criteria and quantitative methods along with paying attention to the social indices to adjusting the level of settlements in the spatial system of the regions lead to the recognition of inequality in the settlements points on one hand, and still on the other hand it is for reducing and removing the existing inequalities among them. This paper adjusts the level and determines the inequalities among the cities of the Sistan and Baluchistan province by using TOPSIS method. The results of the research finding indicate that in 1388 Zahedan County ranked 1 and Konarak County ranked 10 among 10 counties of Sistan and Baluchistan and the distribution coefficient was 6%, that it is indicative of a difference and the intensity of the inequalities in obtaining the development ‘s benefits. Therefore the dominant paradigm over the spatial structure of Sistan with Baluchistan follows the central-peripheral paradigm that by taking it into consideration, paying attention to spatial planning for achieving development and the balanced regional progress is an inevitable necessity.
