EVALUATION OF REGIONAL CLUSTER EFFICIENCY

Abstract
The evaluation of the effectiveness of clusters and their impact on the economy of regions is particularly relevant at the present stage of economic development, which is characterized by a high level of cooperation between enterprises of different industries located in one region. The purpose of the article is to develop a system for assessing the effectiveness of cluster activities, including criteria and methods for assessing the effectiveness of clusters, as well as factors that affect them and identify ways to increase the efficiency of clusters. The processes of integration, cooperation, and innovation transformations affect the formation and activities of clusters in different regions. The selection of criteria and key indicators for assessing the interaction of cluster participants, cluster characteristics at different times will allow quantitatively and qualitatively determining the degree of interconnections and realizing the task of the definition of a system approach to the formation of indicators of the efficiency of innovation within the cluster. The article describes the features of cluster entities and their levels, the criteria for evaluating the efficiency of the cluster, and the methods for determining the performance indicators are proposed. According to the results of the study, ways to increase the efficiency of the cluster activity are given. According to the results of the research, it was determined that an important factor in the efficient development of a cluster is the availability of a regional innovation program of cluster development, implementation of the scientific and technical policy of regions through the improvement of infrastructure, the development of the system of labour resources, and the formation of a strategy for the innovative development of clusters.
