Export potential as a complex of general economic potential of the country

Abstract
Introduction. The importance of exports as a basis for solving the problems of competitiveness and support for national production has increased significantly since the beginning of the XXI century. In the conditions of globalization of the economy there is a direct proportional relationship between the degree of development of exports and the effective functioning of the entire economic complex. The level of development of the domestic economy, as a rule, is higher, the more powerful is the level of export in the state. The competitiveness of the country is based on its ability to hold and maintain strong positions in certain segments of the world market in the presence of economic potential that provides dynamic growth on an innovative basis. At the same time, the necessary prerequisites are a well-developed system of market institutions, the ability to respond flexibly to changes in the world situation, which enables to maximize the realization of national interests. Purpose. Issues of enterprise development and export potential have been given much attention in the works of domestic and foreign scientists. However, the issue of the development of export potential of aviation enterprises is not sufficiently worked out. Results. The strategic goal should be to increase the efficiency and scale of export activities of the country on the basis of expanding the range and improving the quality of products, improving the commodity and geographical structure of exports, the use of advanced forms of international trade and economic cooperation, and the tactical goal - to increase exports on traditional Ukrainian markets for a faster revival of domestic production and further restructuring of the national economy. The main task should be to create favorable economic, organizational, legal and other conditions in the country for the development of export potential and increase the efficiency of its use, as well as creation of mechanisms for the provision of state financial, tax, informational and consulting, marketing, diplomatic and other types of assistance to domestic exporters. Conclusion. The analysis shows that the state regulation and protectionism of the aviation industry is inadequate, as this market has such features as instability, low competitiveness. As a result, today the Ukrainian aviation market is not yet fully ready for work in the "open sky", and regulations adapted to European standards do not take into account the state of the aviation market in Ukraine and the needs of national companies. A number of draft regulatory acts have been prepared to improve the state regulation mechanisms in relation to certification, insurance, state control and civil aviation safety supervision, which will help to improve the technical condition of aircraft, airfields and airports, the level of user servicing of ground services at airports, the development of air traffic in Ukraine and increasing the attractiveness of the aviation services market.
