Factors, Influencing the Process of Formation and Implementation of Energy-Saving Programs at the Enterprises of Housing and Communal Services

Abstract
In the article actual issues of studying the factors, influencing the process of formation and implementation of energy-saving programs at the enterprises of housing and communal services, are considered. During the research, the domestic practice of formation and implementation of such programs was analyzed and the main factors influencing this process were identified. Using expert estimation, the selected factors were ranked by the level of decreasing importance, which made possible to clarify that the greatest influence on the formation and implementation of energy-saving programs at the domestic enterprises of housing and communal services currently are those that relate directly to the stage of implementation of energy-saving programs. It has been determined that a priority direction of improving the energy-saving policy in Ukraine will be an adaptation to domestic conditions of world's management practices for financing infrastructure projects with the use of modern financial instruments - such as revenue-yielding bonds.
