FACTORS SHAPING THE ADAPTIVE MANAGEMENT MODEL OF THE BUSINESS PORTFOLIO OF RAILWAY TRANSPORT

Abstract
Adaptive management in part of adaptation to variable and unpredictable conditions of the environment involves the variability of strategic plans development, evaluation and selection of strategic alternatives of enterprise development, including the formation of portfolio strategies with regard to changes in external and internal environment, adapt the range of programs and adjust activities to the requirements of the market. Research on application of adaptive management is carried out concerning activity of structural divisions of railway transport, which carry out repairs of rolling stock. The purpose of the article is to identify the economic conditions and the factors shaping the characteristic of the model portfolio management businesses repair enterprises of railway transport on the basis of management and cost analysis activities. Methodology research is a set of techniques for the evaluation and selection of management of strategic decisions in the sphere of formation of a portfolio (a set of businesses) of enterprise. Methods, on the basis of which is to assess the effectiveness and validity of the costs of certain types of main and auxiliary activities units repair rolling stock of JSC "Ukrainian railway" is a functional-cost analysis, ABC-analysis, a method of direct expenses, method of standard costs. It is foreseen to carry out the ground of expedience and efficiency of activity of all complex of repair works of rolling stock on the basis of functionally cost analysis and application of methods of comparison and discounting of investment charges and operating cost savings. Research results are conclusions in relation to an application of separate methods of calculation of charges, which will allow to get the relevant information on the results (efficiency) of separate types of activity of railway transport on the whole and departments including rolling stock repair and formation of the basis of adequate strategic alternatives of repair and maintenance of rolling stock depot structure as the main activity of the railways.
