FARMERS AND AGRICULTURAL LAND MARKET

Abstract

The article presents the results of the research "Identifying the position of farmers regarding solving actual problems of agricultural development", concerning the attitude of farmers towards the abolition of the moratorium and the introduction of agricultural land market, conducted by the survey method and covered 98 legal entities - farms from 12 regions of Ukraine. Based on the research, farmers' perceptions regarding the introduction of agricultural land market in Ukraine were identified. The most preferable, from the point of view of farmers, factors of external influence on the management of the farm are established: stability in society, including political, availability to cheap long-term loans, state support for farmers. Importance of personal qualities and skills for creating a farm are established, namely: availability of agricultural and economic knowledge, life experience, natural abilities, talent for agriculture, health, support of family members and relatives allow partially to lower various risks, which arise as a result of the formation of the Ukrainian state in general, and the market of agricultural lands in particular. It is established that farmers do not consider the market of agricultural lands as an important factor influencing their activity, as well as negative attitude to its introduction. The most important reason for such an attitude is the fear that the oligarchs will buy the land. The work assumes that the existence of cognitive dissonance is in the minds of farmers caused by the discrepancy between the actual conditions for their activity and the expectations of farmers for the most comfortable conditions for this, which may be the reason for their protest at the introduction of the market of agricultural land. The vision of farms regarding the prospects of business forms, which should become the basis of the Ukrainian agrarian economy, is revealed. The main directions of formation of consolidated understanding and adoption of land reforms by farmers are outlined.
