FISCAL DECENTRALIZATION: GERMAN EXPERIENCE AND UKRAINIAN REALITIES

Abstract

The need for radical reform in the state and local finance management in Ukraine requires changes in intergovernmental relations under new foundations and principles. However, the challenges facing Ukraine require finding new adequate solutions in the area of local finance. Therefore, it is important to study the experience of EU member states in stabilization and recovery of local finances. Proposals are developed according to the need to address new challenges. The article analyzes the differences in the formation of revenues and expenditures of local budgets in Ukraine and Germany. The analysis of the composition of income and expenditure of budgets of different levels in Ukraine and Germany is provided. The significant role of transfers in the revenue of local budgets in Ukraine is proven. Fiscal decentralization must provide local governments with powerful sources of income: proceedings from VAT and income tax at the local level that will encourage local authorities to promote development of business and entrepreneurship in their territory.
