FOREIGN EXPERIENCE OF FINANCING AND CREDITING OF AGRICULTURE

Abstract

Purpose. The aim of the article is the generalization of international experience on the formation mechanism and financing of reproduction processes in agriculture and substantiation of areas of its implementation in domestic practice, taking into account the characteristics and practices of financial security of agricultural enterprises. Methodology of research. The main results of the study are highlighted using the dialectical method of knowledge about economic phenomena and theoretical principles, systematic approach and the method of expert evaluations. Findings. It is established that financial support for agriculture in many countries is based on a combination of leverage government support and developed system of tools of financial and credit support. It is found on the basis of foreign funding practices that each country has its own specifics in organizing the provision of financial resources for agricultural producers. It is determined that the financial and credit mechanism of agriculture contributes to foreign countries, carrying out an effective policy of state regulation of agricultural production based on orientation to stimulate effective development of production; the creation of a developed infrastructure. It is noted the importance of the many specialized financial and credit institutions that: carrying out financial and credit support to agricultural producers; ensuring constant monitoring of results to achieve the objectives of agricultural policies. Originality. The suggestions on the need to generalize the foreign experience of agricultural crediting and finding effective tools to ensure domestic financial of agricultural enterprises are proposed. Practical value. The obtained results of research will contribute to: conduct of effective public policy in the agricultural sector with taking into account the experience of foreign countries, especially in infrastructure development of financial and credit support and implementation of instruments of financial and credit mechanism taking into account the characteristics of domestic agriculture.
