Formal, Legal and Organizational Aspects of Staff Employment and Management in Self-Government Social Assistance Organizational Units in Terms of Management Control

Abstract
Self-government social assistance organizational units as units of the public finance sector are obliged to implement management control, which is defined as a set of procedures, rules, and instruments for efficient, cost-effective, and prompt task and goal implementation. It also includes compliance with standards such as an appropriate selection of managers and employees in terms of both legal and formal qualifications concerning a specific position, as well as, in the context of knowledge, skills, and experience presented by a potential employee. This paper describes the issue of staff employment in the abovementioned units, taking into consideration eligibility requirements that stem from the regulations of the law. The employees of social assistance organizational units, due to the character of their duties, are obliged to fulfil not only the requirements for the selfgovernment employees, but also those provided in the social assistance act. It is also essential for the management to fulfil additional requirements, such as the proper experience in social assistance and specialization in terms of social assistance organization. The article also raises the issues concerning the ability to manage such a unit in a proper and efficient manner, especially the social assistance centre, which implements the majority of goals in the field of social assistance.
