FORMATION INSTITUTIONAL AND LEGAL MECHANISM TO PROVIDE INNOVATION ENTERPRISE ACTIVITY IN UKRAINE

Abstract

Introduction. development model in terms of increasing technological gap of domestic industry and the pressure of external aggression, institutional and legal mechanism to provide of innovation activity of enterprises in Ukraine remains undeveloped. It includes not only the legal and regulatory framework that defines the business, economic and legal conditions of innovation, but also it includes clearly defined conditions, rules and procedures for implementing basic government functions. It actualizes the task of substantially strengthening of legal and regulatory component of innovation policy as a prerequisite for good governance emergence of innovation and oriented model of the businesses. Methods. General scientific and special methods of system analysis and theoretical generalization, methods of groupings, logical analysis, strategic management and comparative analysis are used during the research. Results. Systemic and structural weaknesses of the institutional and legal supporting of innovation activity in Ukraine are investigated. Existing methodology for evaluation of innovative security considering semantic differentiation of categories of innovation, innovation activity, innovation development and state security is improved. It is established that the reformation of the institutional and legal basis of innovation activity must be provided in the context of realization of functions of analysis, planning, organization, motivation and control of the process of innovation management. Measures of improving institutional and legal framework to provide innovation activity as a precondition for providing innovative security of Ukraine are substantiated. Discussion. Further research in the analyzed area is advisable to focus on the formation of the institutional infrastructure integrating research and production activities in order to stimulate innovative activity.
