. FORMATION OF THE SYSTEM FOR INNOVATIVE PROVIDING REPRODUCTION PROCESSES OF FIXED ASSETS OF AGRICULTURAL ENTERPRISES

Abstract
Purpose. The aim of the article is to substantiate practical recommendations to improve the effectiveness for implementation of innovative developments in the reproduction of fixed assets at the agricultural enterprises. Methodology of research. The following methods of economic research were used in order to achieve the objectives, induction and deduction – for the implementation of theoretical generalizations in the analytical part of the work; abstract-logical method and the method of system analysis and logic synthesis – for the formulation of conclusions, summarizing and substantiation of developed proposals. Findings. It was revealed that staff knowledge intensity of agricultural sector over the years of reform has increased. This sector includes more than 11 thousand of scientists (15% from their total number), including 2.1 thousand of doctors and candidates of sciences, over 200 academicians and corresponding members. It was established a low level of demand results of agricultural science in agricultural production, which naturally also leads to reducing quality of its operation. It has been determined that 785 developments of basic research, over which scientists of the system NAAS worked in 2011, only 181 developments had mastered the production, or 23%, from 980 results on research programs of applied character,183 developments were used in the production or 18.6%. Originality. It has been proved that the possibility of agricultural enterprises on providing their activities with latest developments primarily depend on the availability of sufficient own funds, investment financial resources. It has been established that an effective mechanism for the development and implementation of scientific and technological progress into agriculture provides more active role of the state regulated, including an increase in assets of state support for agricultural commodity producers, creating a flexible system of vocational education and training and advanced training of staff. Practical value. It is advisable to create innovation centers in order to improve the system of innovative providing agricultural commodity producers, facilitate the implementation of the latest developments of science and technology, innovative technologies into agro-industrial production. The main functions of research structure are to identify priority areas and develop concepts for agricultural development in the region with the development of scientific and technological progress, and promoting cooperation of participants of organizational mechanism for development of innovative technologies in agriculture.
